You have to use it in battle and use items on it. The fastest way is probably to pump it full if vitamins.

I like feeding mine the berries that remove EVs. Those berries also boost happiness.

Give it a soothe bell and carry it around with you for ages (you gain +1 happiness every 256 steps apparently, and gain a further +1 from using the bell. Levelling gives +2 (+3 with the bell), Vitamins and the likes give +2 (I assume also +3 with the bell) and I haven't a clue what amount different pots and berries give)

Also, pay a visit to the girl in Veilstone, in the house near the gym - she'll massage one of your pokemon once a day which will make it happier. If you can get in to the ribbon syndicate at the resort area theres also a massage or a spa or such there which will increase happiness as well (I can't get in there yet myself)

There's a place in the Ironworks where you can leave your DS on while walking infinitely against a bumper (one of those things that bounce you back). Just find a way to hold the button down.
The rest has already been said.

That is also suppose to work with the mud ramps you need a bike to ride up, but after testing this for hatching eggs and it did nothing. The step counter did not even move.

I think the mud ramp trick only works in Ruby/Sapphire or Emerald.

Never tried the ramps but my trick works. No steps are counted when you are bounced back, but when you move back down to the "jump", you make a dozen of steps.
Needless to say it takes time and is better with a soothe bell.

This had made a lot of people very angry and been widely regarded as a bad move.

I remember seeing a video on the trick in Ruby. I had tried the same thing in D/P and couldn't get it to work.

I do have 2 small C clamps if I ever decide to use the conveyor trick.
