Glaceon's best use is on a hail team where it's not asked to carry a team. Wish is a great move and ties in with its snow cloak and good defenses to give you free boosts in HP. Shadow Ball is one of its more powerful moves and its ability to lower opponents SpDef shouldn't be overlooked on a Hail team.
If you have the patience Trump Card is a move that shouldn't be overlooked. It is a normal, special attack move. Small power of 40 on the first move, 50 on the second, 60 on the third and grows to 75 on the fourth move and a whopping 190 on its fifth and final move. It is like explosion without sacrificing yourself. With its defenses, snow cloak and wish, it is one pokemon that can play out this string and pull it off. Especially if the opposition has to deal with hail's constant damage.
Since its best use is in a Hail team, I prefer Blizzard over Ice Beam.
Glaceon lacks stat boosting moves other than curse which lowers its decent speed and raises attack and defense, so unless you plan to chain your baton passes, I wouldn't bother using baton pass in its move set.
