The highest an Iv can reach in one stat is 31 so you have 4 of them maxed out.

i wanted to know my starters IVs so i did a search of the fourms and found a thread made by the one and only BUZZ! it had a link to a IV calculator on the serebii site and i did what is said and my IVs were
HP 21
Attack 31
Defence 31
Sp. Atk 31
Sp. Def 17
Speed 31
Its lvl is 100
is this possible?
The stats are
HP 299
Attack 208
Defence 235
Sp.Atk 290
Sp.Def 201
Speed 181
He's a Empoleon with a Rash nature

But seriously, if you EV train that Empoleon it'll be sooo hard to beat XD
I have given it the effort ribbon so i cant EV it... how can i check EVs?

If you don't know the EVs then that is why you have 4 stats with 31 IVs. You need to know the EVs to calculate the IVs right. You could remove all the IVs, but since it is level 100 you could only put back EVs from vitamins, which would be 100 max in each stat.
As far as I know you can't. You have to keep record while you're training. Thats why its best to start Ev training with newly hatched or caught pokemon.
If you want to get rid of the Evs on a pokemon and start over, you can feed it special berries.
@ buzz if i dont know the EVs how will i find out the IVs?
