Whimsicott strikes before other Pokemon if it is using a non-damaging attack. (Priority still applies, so it doesn't get to use attacks with a lower priority first.)

Whimsicott's attacks ignore Reflect, Light Screen, and Safeguard.

As long as the weather is Sunny, Whimsicott's base Speed is doubled.

Overview
Whimsicott is a unique little prankster. It has the ability to set up Sun about as fast as if it had Drought. Its stats aren't amazing by themselves, but when you consider its usefulness on Sun teams you'll quickly realize its a force to be reckoned with.

Chlorophyll doubles its already decent 116 speed in Sun and puts you at the top of the speed tier, while a good Growth turns those two attack stats into something worth noting. Pair that with a 1-turn Solar Beam and you have yourself the scariest 14lb piece of cotton... ever. HP Fire in Sun becomes very useful on this set, while U-Turn helps you escape from sticky situations, such as if the weather changes. Drought Ninetales is an obvious partner here for continual Sun, if it remains legal.

This is the annoyer set for Whimsicott, which single-handedly kills conventional stall. With SubSeed and TauntCore, it can stall a wide range of Pokemon to death. Nature choice depends on whether you run Substitute or U-Turn, which is an idea for escaping trappers. EVs may need to be modified slightly if you run U-Turn.

    This Pokemon's special ability is a little to overpowered, no?

    It's certainly awesome, it's why stall will need to be completely reinvented in this generation. That coupled with Drizzle and Drought in regular play will result in interesting times indeed.

    I think Giga Drain is a second option over Encore

    Encore is essential in this set. Taunt+Encore means you have a field day against opponents with Choice items and stat-uppers. Without Encore, you lose the ability of forcing switches against stat-uppers, which is far more important than Giga Drain, which only recovers a small amount of HP for you. If you want an attacking Cott, go with Jesse's set.
